James “Jim” Boucher is the Chief Strategic Officer of Capital Workforce Partners whose mission is to leverage public and private resources to produce skilled workers for a competitive regional economy in 37 municipalities in the North Central Region of CT. Capital Workforce Partners serves about a million individuals through the four American Jobs Centers with a $25 million annual budget.
