Capital Workforce Partners drives strategic initiatives that strengthen the region’s workforce through data, collaboration, and coordinated action. We lead and support sector partnerships, regional committees, and workforce programs that bring employers, educators, municipalities, and community partners together. By providing research, labor‑market insights, and data‑driven strategies, we help the region turn information into impact.

Articulating a vision for the North Central Region of Connecticut’s workforce development system that enhances services to both jobseekers and employers, advancing the CWP mission of leveraging public and private resources to produce skilled workers for a competitive regional economy.
Work-Based Learning
High‑quality Work-Based Learning gives students the chance to build the academic, technical, and professional skills employers value most. Across industries, employers emphasize the need for real experience and strong employability skills—something students can only gain through authentic workplace exposure. By integrating classroom instruction with hands‑on learning, WBL helps students connect what they learn in school to real career expectations. Activities like guest speakers, career days, mentoring, workplace tours, job shadowing, mock interviews, internships, and work experiences give students practical insight into the world of work. When employers engage directly with students and educators, it creates powerful learning moments that strengthen instruction and deepen students’ overall educational experience.
Bloomfield High School
CWP partnered with Bloomfield High School to deliver three work‑based learning programs, including a CNA pathway that allowed seniors to graduate with both a high school diploma and a Certified Nursing Assistant credential. By the end of the 2024 school year, several students completed the program, earning their CNA and gaining real‑world experience that prepares them to continue growing as contributing members of the community and workforce.
Hartford Opportunity Youth Collaborative
Hartford Opportunity Youth Collaborative is chaired by the Mayor of Hartford and made up of leaders in education, youth development, and workforce development committed to addressing the needs of Opportunity Youth. This collective impact effort will help these youth obtain their high school diploma, continue their education, and find employment.
CT Re-Entry Collaborative
The CT Reentry Collaborative is made up of ten active reentry roundtables located in Bridgeport, Danbury, Hartford, New Britain, New Haven, Southeastern CT, Stamford, Torrington, Waterbury, and Windham. Each roundtable is a collaboration of state and local organizations working together to identify needs and address gaps in services for individuals returning home from incarceration.
Adult Literacy
Partners throughout the greater Hartford region provide, fund, or directly support adult literacy efforts, including adult education, workforce training, higher education, and community-based services. By forming strategic alliances and cross-sector collaborations, these efforts are developing a better-coordinated system for adult literacy services in the Capital Region — leading to better outcomes for adults who need education and training to compete in today’s labor market.
Regional Sector Partnerships
CWP convenes three Regional Sector Partnerships that bring together employers, educators, and community partners to tackle shared workforce challenges and strengthen the regional economy. These partnerships shape workforce strategy, align training with real business needs, and help build a more competitive and resilient talent pipeline.

Summer Youth Employment and Learning Program
The Summer Youth Employment and Learning Program (SYELP) is a youth employment program, connecting Connecticut youth living in the North Central Region between the ages of 14 and 24 with career exploration opportunities and paid work experience each summer.
Mortgage Crisis Job Training Program
The MCJTP has helped Connecticut residents stay in their homes since 2008 by enhancing job skills to improve earning potential and the ability to sustain a mortgage with affordable monthly payments.
