Capital Workforce Partners (CWP) is the regional Workforce Development Board serving North Central Connecticut. We connect people, training, and opportunity—helping individuals build lasting careers and helping employers find the skilled talent they need to grow.
Together with our network of American Job Centers, we help jobseekers overcome barriers, gain new skills, and access good jobs in high-demand industries. For businesses, we provide customized hiring, training, and workforce solutions designed to meet real-time labor market needs.
CWP is guided by a Consortium of the region’s chief and elected officials and by representatives from business, education, and labor serving on its Board of Directors.
From investing in youth career pathways to supporting adults reentering the workforce, we’re creating sustainable opportunities that benefit both workers and employers.

CWP is guided by a Consortium of the region's chief and elected officials and by representatives from business, education, and labor serving on its Board of Directors.Our History
Workforce Development Boards have been in existence in some shape or form in our nation and state throughout the course of history. From 1978-1998, these entities were known as Private Industry Councils (PICs) which had a narrower function than today’s workforce boards, focusing primarily on increasing private sector involvement in federal job training programs.
In 1998, the Workforce Investment Act (WIA) brought in a new era of programs and services for those seeking employment and businesses in need of skilled workers. Reauthorized by the Federal government as the Workforce Innovation and Opportunity Act (WIOA) in 2014, this progress continues and evolves as needs change.
There are five workforce development boards in Connecticut today, and Capital Workforce Partners serves the 37-municipality region in North Central Connecticut.

American Job Centers
Each year, millions of Americans receive career guidance, job placement, and business services from our nation’s “One-Stop Career Centers” known as the American Job Center Network.
Youth Careers
This Youth Careers program is more than just job training — it’s about giving you the tools, confidence, and support to build a future full of opportunities and independence.
Summer Youth Employment and Learning Program
The Summer Youth Employment and Learning Program (SYELP) is a youth employment program, connecting Connecticut youth living in the North Central Region between the ages of 14 and 24 with career exploration opportunities and paid work experience each summer.
Mortgage Crisis Job Training Program
The MCJTP has helped Connecticut residents stay in their homes since 2008 by enhancing job skills to improve earning potential and the ability to sustain a mortgage with affordable monthly payments.
