About Us

We Build Connecticut’s Workforce and Empower Our Communities.

Capital Workforce Partners (CWP) is the regional Workforce Development Board serving North Central Connecticut. We connect people, training, and opportunity—helping individuals build lasting careers and helping employers find the skilled talent they need to grow.

Together with our network of American Job Centers, we help jobseekers overcome barriers, gain new skills, and access good jobs in high-demand industries. For businesses, we provide customized hiring, training, and workforce solutions designed to meet real-time labor market needs.

CWP is guided by a Consortium of the region’s chief and elected officials and by representatives from business, education, and labor serving on its Board of Directors.

From investing in youth career pathways to supporting adults reentering the workforce, we’re creating sustainable opportunities that benefit both workers and employers.

Proudly supported by many funders and partners, we’re building a stronger, more inclusive economy—one career at a time.

Mission Statement

Capital Workforce Partners' mission is to leverage public and private resources to produce skilled workers for a competitive regional economy.

Core Values

Organizational core values define how CWP conducts itself every day, whether someone is watching or not.
They are critical to organizational success, as living out the values helps CWP foster positive relationships and outcomes as it interacts with co-workers, job seekers, employers, and the greater community. CWP’s core values, each of equal weight or importance, are listed below.

Supportive

Support emanates through an all-hands-on-deck mindset. We recognize and encourage strengths and support each other’s personal development and growth. These attitudes and behaviors inspire greatness.

Creative

We embrace creative risk taking and out-of-the-box thinking. We have the courage to become comfortable with the uncomfortable.

Diverse

Mutual respect is essential to building strong and lasting relationships. We are mindful of our word choices and tone, and we respect diversity and differing views/opinions.

Positive

A positive, hopeful attitude is what makes us shine and conquer challenges. We engage ourselves fully, focus on what we can do together, and validate contributions along the way.

Collaborative

Collaboration is working effectively with and through others for shared and successful outcomes. We collaborate whether we are leading, supporting, or partnering.

Transparent

Transparency is necessary for shared growth and understanding. We openly communicate information that is clear and truthful, and our actions mirror our communications.

Trustworthy

We follow through on what we commit to do and conduct ourselves with unshakable integrity and honesty.

Our Board of Directors

CWP is guided by a Consortium of the region's chief and elected officials and by representatives from business, education, and labor serving on its Board of Directors.

Our History

Workforce Development Boards have been in existence in some shape or form in our nation and state throughout the course of history. From 1978-1998, these entities were known as Private Industry Councils (PICs) which had a narrower function than today’s workforce boards, focusing primarily on increasing private sector involvement in federal job training programs.

In 1998, the Workforce Investment Act (WIA) brought in a new era of programs and services for those seeking employment and businesses in need of skilled workers. Reauthorized by the Federal government as the Workforce Innovation and Opportunity Act (WIOA) in 2014, this progress continues and evolves as needs change.

There are five workforce development boards in Connecticut today, and Capital Workforce Partners serves the 37-municipality region in North Central Connecticut.
